HOLMEWOOD HOME ZONE

Participation Project Programme update October 20, 2000

 

Planet Earth Chartered Landscape Architects are co-ordinating the public participation programme for the Holmewood home zone project.

 

The programme comprises a series of workshops, events exhibitions and research with the aim of engaging local residents and user groups of all ages into the process.

 

The aim of the workshops is to use the distinctive insight of local residents to firstly gather information about their environment, and secondly define the nature of the proposed Home Zone. We have already undergone the following events:

CHILDREN'S PROGRAMME

Artist lead workshop involving young children that attend local nurseries and primary schools, and use Holmewood Gardens for play.

 

Tuesday 11th July 2000 -Workshop at Holmewood Gardens Nursery School

Wednesday 12th July & Thursday 13th July -Three workshops at Christ Church Primary School

Monday 17th July -Two workshops at Richard Atkins Primary School.

Making of a video by young people in the neighbourhood.

 

PUBLIC PARTICIPATION EVENTS

The focus of the events has been the topic group action.

 

TOPIC GROUP ACTION

Planet Earth firstly asked the residents to list the main areas for discussion, e.g. traffic & car parking, security & the environment, children. These areas were identified from the hopes and fears listed at the introductory meeting. We then nominated topic group leaders to generate discussions about these areas within the meetings and to continue the discussions outside the meetings before reporting to us the project co-ordinators.

PUBLIC PARTICIPATION MEETING

The second meeting of Home Zone Public participation was held at the Friends Meeting House on 14th August 2000, with the aim of starting the process of identifying the most popular and appropriate combination of measures to improve Holmewood neighbourhood.

There were four general topics of discussion:

 

1 Traffic Analysis

2 Environmental analysis

3 Children's play and routes to school

4 Pedestrians and cyclists

 

To aid communication we produced 4 analysis drawings

A hand out entitled 'Home Zone Public Participation -options for consideration' was given to the residents. This enlarged upon differing areas for discussion, which were identified from the 'brainstorm' list of 'hopes and fears' generated at the first introductory meeting.

 

TOPIC GROUP LEADERS MEETING

An interim meeting was held in The Friends Meeting House between Planet Earth and The Topic Group Leaders. The topic group leaders were responsible for taking minutes at the previous meeting and noting any follow up discussions from residents, which they had collected together in a report. A copy of these have been sent to the residents.

 

PUBLIC PARTICIPATION MEETING

The third meeting of Home Zone Public Participation was he(d at The Friends Meeting House 20th September 2000. For this meeting we produced a document entitled 'Some initial concept sketches.' to give the residents ideas for design solutions based on issues raised at the previous meeting, through the schools programme and the video project.

 

HOlMEWOOD HOME ZONE DIARY

We have been producing a progressive visual diary of the events. which is posted on the Holmewood Home Zone website. A Summary of the issues and possible solutions from the last meeting has been sent to all the residents.

 

Within the topic groups, residents have described the issues that concern them, the principles upon which they wish the Home Zone to develop and the solutions that will define the design of their Home Zone. The process has enabled Planet Earth, project co- ordinators to produce design proposals that are truly in response to the findings of the residents themselves.

 

RESEARCH

During the course of the project, our research areas have included;

Traffic reduction, Traffic Calming, Transport Solutions, Local traffic Surveys, Roads and Footpaths, Reclaiming Streetspace, Woonerf- Homezones in Holland, Children’s Play, Cycle Networks, Waterloo Millennium Green Trust and Waterloo Community Charity.

 

Local Research

Local residents have highlighted local schemes around London, Traffic solutions, Planting, Streetscape, Children's Play which they like, which we are in the process of visiting.

 

Playground questionnaires

 38 questionnaires.

Kristin Stott carried out a small questionnaire over the course of several days at various times of the day. The aim of the questionnaire was to find out parents, children, grandparents, and carer's views on the play area in Holmewood gardens. We analysed the results and a summary has been sent to all the residents.

 

COMMUNICATION WITH LAMBETH COUNCIL

We have been in constant communication with Lambeth Council to answer questions, queries arising from The Public Participation Meetings. A report is available on request.

 

WHAT NEXT?

Two meetings will be held at the Friends Meeting House On 15th November 2000 at 10.00am and 7.00pm. We are hoping that these times may suit a wider section of the community.

 

PLANNING FOR REAL EVENT

In the next few weeks we will be developing a variety of proposals for the Home Zone in the lead up to the 'Have Your Say Weekend'. This is an open day event in which we give all residents a last opportunity to have their say before we must reach a consensus on the design options to be prioritised. All the documentation and drawings we have produced will be available for reference, along with the work produced from the other programmes within the participation process.

 

GREEN PRINT

Once a consensus is reached, A Greenprint will be developed for Exhibition and Feedback before planning approvals are sought for design proposals. Work may begin on gaining approvals for funding and the progression of the proposals to the detail design stage.
